A submission implies a willingness to register and present the work if the paper is accepted for presentation at the conference. Manuscripts will be reviewed by the Technical Program Committee. Authors of accepted full papers must submit the final paper version according to the deadline, register for the workshop, and attend to present their papers. The maximum length for initial submissions is 8 pages.

Please read the following paper submission guidelines before submitting your papers:

  • Each paper should not reveal author's identities (double-anonymous review process).

  • Papers will be checked for plagiarism. The Program Committee reserves the right to desk-reject a paper if it contains elements that are suspected to be plagiarized.

  • Submissions should be original and not currently under review at another venue.

  • All papers must be submitted through the IEEE CEC 2027 online submission system. For special session papers, please select the respective special session title under the list of research topics in the submission system.

  • It is the policy of IEEE CEC 2027 that new authors cannot be added at the time of submitting final camera ready papers. Please ensure that you are following this guideline to avoid any issues with publication.

**High-quality papers that are accepted and presented will be submitted for inclusion in the IEEE Xplore digital library and indexed by EI/Compendex.

LaTeX and Word Templates

For your convenience, the Style Manual and Conference Paper Templates from IEEE in various formats are linked here. Please refer to both of these when preparing your manuscript.

In order to implement the double-anonymous policy, please use the following author statement in the latex file:

\author{\IEEEauthorblockN{Anonymous Authors}}

If you use Word, just use "Anonymous Authors” as authors’ names.

Violations of any paper specification may result in rejection of your paper.

Manuscript Style Information

  • Only papers in PDF format will be accepted.

  • Paper Size: A4 (210mm x 297mm).

  • Paper Length: Each paper should have 8 pages, including figures, tables and references.

  • Paper Formatting: double column, single spaced, #10 point Times Roman font. Please make sure to use the official IEEE style files provided above.

Author Registration

Each lead author must visit the EDAS website and establish an account with a username and password.

  1. Visit the IEEE CEC 2027 Submission Portal and click the link to create a new account, if you do not already have an account. If you have an account, log in to EDAS and follow the Submission of Full Paper instructions below.

  2. Create your profile. Only the five fields with the red asterisk are required. *It is very important that your name and affiliation associated with your EDAS account are correct and match the name and affiliation that will be listed on your paper. These fields are first & last name, affiliation (company or organization), country, e-mail address, and status. When the fields are filled in, check the Privacy Policies box and click the Add Person button.  
    Note: if you select the USA as the country, you will get a message asking for your state.

  3. You will receive an e-mail containing your password. Your email address and the given password must later be used to access the system during the following steps, so be careful to remember them.

  4. You can then return to the EDAS log-in page and change your assigned password to one that is easier to remember. To do this, click on the My Profile tab, and then click on change your password. Be sure to record your username, password, and ID number for later reference.

Submission of Papers

Please log in to EDAS at http://www.edas.info and follow these steps:

  1. Click here to be taken to the IEEE CEC 2027 Submission Portal

  2. Select the track your submission falls under best.
    This will help in choosing the reviewers. The PDF of your initial submission will be uploaded later

  3. Type your paper title and complete all other fields

  4. Click the Register Paper button.

  5. On the next page you will see a large green check mark and a statement that the paper was recorded.

  6. The last row says Review Manuscript or Review Abstract and has an icon of a cloud under it. Click on this icon, and then you can upload the PDF of your Full Paper on the next page. 

“Manuscript” is used to refer to the PDF form of your initial submission. You can also upload the paper by clicking the My Papers tab at the top of the screen, and then selecting the upload icon on the same row as the name of your paper. The upload icon (third column from the right) will open a dialog box that will enable you to select and upload the Full Paper file via the web or via FTP.

Double-Anonymous Reviewing

The review process for IEEE CEC 2027 will be double-anonymous, i.e. reviewers will not know the authors' identity (and vice versa). Authors should ensure their anonymity in the submitted papers. In brief:

  • authors' names should not be included in the submitted pdf;

  • please refer to your prior work in the third person wherever possible;

  • a reviewer may be able to deduce the authors' identities by using external resources, such as technical reports published on the web. The availability of information on the web that may allow reviewers to infer the authors' identities does not constitute a breach of the double-anonymous submission policy.

Note that anonymizing your paper is mandatory, and papers that explicitly or implicitly reveal the authors' identities may be rejected.

Preprint

Authors who have submitted or plan to submit their articles to IEEE may post their preprints in the following locations:

  • arXiv.org, TechRxiv.org, or any not-for-profit preprint server approved by the Publication Services and Products Board (PSPB)

  • Author’s employer’s website or institutional repository

  • Author’s personal website

  • IEEE does not consider this to be a form of prior publication. The following statement must be included on the initial screen:

“This work has been submitted to the IEEE for possible publication. Copyright may be transferred without notice, after which this version may no longer be accessible.”

Upon acceptance of the article by IEEE, the author must replace the posted preprint article with either (1) the full citation to the IEEE work with the DOI, or (2) the accepted version of the article with the DOI and an appropriate copyright notice (as described in the “accepted article” section below). No other changes may be made to the accepted article.

Please note that once the article has been published by IEEE, preprints on locations not specified above should be removed if possible.
